A very good starting place is Fetlife.com. It is a free community with several groups and lots of members. I would start with groups in your area, see if there is a group specific to your interests in that area. Then branch out from there. There are events held all over the world, one might be close to you. Also some riggers travel and do classes. 

Also just google your location and bondage. Try Shibari, Kinbaku, or Rope as well.
